Delivery note but no quantity

Hallo Experts,
a delivery note has been created although we don't have available quantity in out storage location.

the problem is we have quantity of this Material but in our test area.

of course the delivery note came out without tranfer order because our test area is not WM-managed.

but the questions is, how to make the system only able to create delivery note only when we have available quantity in our main sloc.
