How to enable the link in service object

while i am trying to add attachment in me22n link is disable over here can you help me to find out how to enable the link.

Probably there is an inconsistency regarding the first service in table SGOSATTR. This is why you see only one service. In standard there should be there more.

On the other hand this service is delivered by a 3rd party. You might find solution in their documentation.
