How to remove inconsistency between picked quantity and goods issue?

In WM picking the delivery quantity and picked quantity is 4 but when goods issue was done it happened for only 3 quantity. Hence the line item status is incomplete. It was a old document and now if I try to reverse PGI, VL09 does not pick up. How to solve the issue?

This should not have happened. If you posted via VL02n, the system should not have posted a partial quantity.

With a partial quantity, the GM status will be "B". However, VL09 is designed to select documents with GM status "C". I guess you could create a ticket to SAP who will advise that they can reverse the GM by changing certain values in the debugger.
