cCTS without QGM/CHARM

Hi,

I have customer requirement that scheduling the transport imports into production at specific time by themselves. They are not interested in QGM or CHARM or any change management in place. I came across the cCTS where the transports can be performed centrally from Solution Manager. Can cCTS schedule the transports and import into managed systems centrally with out QGM or CHARM being used?  Your expertise response on this will be highly appreciated.

cCTS requires QGM or ChaRM, I attempted to leverage it with just the task list and ran into issues.
