Sales Order Confirmation based on sales orgn instead of partner

Hi,

My Client requirement is sales order confirmation should be based on sales organization instead of partner , they don't want to maintain any partner profile future in WE20 for customers.

In the future  the particular sales organization  customers order confirmation will be based on sales organization with out maintain any partner profile in the customers in we20.

Is the required functionality that a sales order cannot be saved/blocked for further processing based on the sales organization and not the partner functions in the sales order.

Can you explain the requirement more clearly?
