Change in personnel subareas and change in absence quotas

Each personnel area has different leave policy that is

Sick leaves and casual leaves are for Gujarat Personnel Subarea

Sick leaves , earned leaves and casual leaves are for Head Office

So whenever there is a change in personnel subarea when user do transfer action There is collision

between leaves For example In Gujarat Personnel Subarea If he is having  total casual leaves  are 10 Out of

which he utilized 5 leaves Those 5 remaining leaves where we need to show How it is going to carry farward and If he is transferred to Head office His new

will generate what is the best solution and the process that we follow for this scenarios
