Bill from measurement points

Greetings everyone

I would like your help in the following requirement:

I have a client who would like to make Bill from measurement documents (measurement points), or has a equipment that is associated to a measuring point. and want to bill the readings taken through the measuring points. How do I configure the system to accept this scenario
