Saved workbook hierarchy filters reverting to defaults upon refresh

We recently upgraded our BW environment to 7.4 (from 7.0) and now our workbooks are no longer keeping the modified filters when being refreshed.

Is this a bug in 7.4 or a change in features that requires a new solution?

In our query we restrict the default 0PART_CCTR to a particular hierarchy so that end users have a good starting place:

Users will then change that hierarchy to a different value and save the workbook. When the hierarchy is changed, the data in the workbook refreshes correctly. When the saved workbook is opened, the filter and data are the values that have been saved. So far so good.

However, when the users open the workbook and refresh the data, the filter reverts back to the query default and reloads the data based on the reset filter criteria

We have double checked the "Restore Initial Query View on Refresh" flag. Setting it either way does not change the behaviour. It was cleared (not set) initially.

We have also toggled the "Process Variables on Refresh" flag and found no change in behaviour.
