Fleet Management: Enhancement or create new screen ?

Hi experts!

I am fairly new in the field of Plant Maintenance, need your advice in the approach of the following requirement. The client wants to record the following details:

Below are the requirements by the cleint:
1. Fleet Movement: Vehicle Card (Vehicle Details)
Vehicle Transactions (change of driver and related details)
Violations Record (Driver details linked to HR and its related fines to the driver)
2. Workshop: Tire Transaction ( Tire Maintenance, and cost incurred)
Brake Down Maintenance
3. Accident Record ( Vehicle details and damage cost incurred)

For each sub-heading the required fields are also mentioned in the requirement document Most of the fields are not present in any of the standard tables to my knowledge( which is limited). To begin with I thought of enhancing tcode IE36 screen for the adding addtional fields in Vehicle Card.

But for the rest of the sub-headings kindly advice me whether or not should I create a custom screen or is there some other work around or tcode which could be enhanced ?
