Automatic rule creation / initial setup

Does anybody know of a program / method to initially create all of the responsibility rules I need for initial workflow creation? I have a rule where my criteria is cost center - and naturally that is a very large number of responsibility rules! I would love to find a program where I can automatically create all the responsibility rules instead of having to manually create / assign each one.
