SEM BPS vs BW BPS

Are SEM BPS and BW BPS identical in terms of the functionality that they offer? If not what are the constraints and is one a limitation of the other? Thanks

The main difference between say SEM-BPS 4.0 on BW 3.5 vs BW-BPS 3.5 is about 10 planning functions such as allocation, time lag, and other financial functions...
