Transport cannot be assigned to Project

Hi All,

We have configured NC in SolMan 7.1 SP11 and during the status update ToC will be created.

When updating the status of one of the NCs (which contains a Workbench and a Customizing request), ToC has been created for the workbench request and following error has been occurred for customizing request.

Transport cannot be assigned to Project.

We found the following note but not applicable (its for ST 701 and we are at ST 710 ) but issue looks more or less same.
