Exporting the objects in IR using CMS

I am using CMS on stand alone J2EE Engine. While trying to export objects in IR using CMS, I am getting the following error in system message.

<i>Unable to establish connection to CMS server http://server:host.

Unable to transfer the following transport lists:

Details: User User is not allowed to do this function is not allowed to do this function Check the availability of the CMS and the user authorizations and send the transport request again if necessary</i>

How do I check the availability of the CMS and user authorizations? Is there any way to put a trace and check this?
