Hello All,
How do we delete expired allowances from the Contracts ?
Is there any standard Web service available for the same instead of java API using directly ?

The Application Help (login required) available from the SAP Help portal describes the process; see section Data Purging / Allowances Purge.
Basically, there is an admin+ command to start the purge scheduler: start_purge_allowances.

Thank you very much for your inputs.
Actually we are working on QA system for specific testing where we need to delete the expired allowances.
As you said for Data Purging we need to have an access to Admin+ to start the scheduler. But here we don't have an access to do that. If we have any WebService available to do the same then our requirement will be fulfilled, if not then we will depend on others to get an access to do purging.

Unfortunately no .
As the Application Help (login required) states:
This purge mechanism can be executed:
- Automatically using a dedicated scheduler
- Manually using a dedicated command of the Admin+ user interface
Cannot you rely on the automatic internal scheduler, instead of building an external integration?
