Recipe Management with PLM in Repetitive Manufacturing

We have a client that is wanting to implement components of PLM 7. They are in the Food Industry and currently are running their manufacturing in the PPPI environment. The elements that they are most interested are the Specification Sheet and Product Label features. As we were getting ready to make the proposal we were informed that they are migrating their manufacturing to leverage the Repetitive Manufacturing environment as it actually suits their production model better. I am seeing some contradictions in the documentation as several times it is mentioned that Product Labels can be created from the Recipe or a formula, but in other documentation it mentions that Product Labels can only be produced using Recipe Management or in the Master Recipe environment.

So my question, Is there a way to still have the functionality of the Product Label features without having recipes, and has any client had this issue before and what was the final resolution? I have several thoughts in my mind, but would like to find out from SAP if this is the first time that a Process Industry Company is migrating to REM, but still keep the PLM functions intact.

Please let me know if this truly is an isolated instance, or if the standard process is to migrate those companies away from REM?
