Hi Suresh,
Have you checked the authorization role assigned to the user. If you have defined custom role, you might be missing menu option from the role. Please check menu tab in role and compare with standard role.

I checked roles and authorizations also and I created same role as a test user in quality its working fine , this is standard role only ,it will happened sometimes only some times its working fine .
for Ex- today morning its working afternoon its missing .
