Prohibit components addition after order release

Dear experts,

we are using permits to have cost approvals on maintenance orders, but the planners are violating this after the order is being released by adding the components which can exceed the approval limit.

I know that this can be done using User Statuses and specific User Exit, If anyone can help by providing another Standard work around for this or provide me with the user exit and the logic for it, will be highly appreciated.
