sales order for planning strategy 40

Hi friends,

In planning strategy 40 which is a make to stock scenario, both PIR and sales order are valid. But PIR is given priority. When i created sales order for a finished material with strategy 40 and no PIR, and ran MRP Md02, no planned orders are generated. Can anyone tell me what setting to be done to generate planned order for strgy 40 with only sales order ie, no PIR?
