mitigation control empty report

Hi Experts,

Suddenly we faced the issue. while doing risk analysis->mitigate risk-> mitigation control monitor is missing. found user monitor does not exist.Created Monitor in SU01. Table GRACMITUSER shows valid control/monitor assignments. Now trying to open sublink master data-> mitigation control -> but no entry comes in the report.
