Can't resize X-Axis labels for XY Scatter Charts

I have an XY Scatter Chart in my report and whenever I go to change the x-axis label size (Format Axis Label -> Size) the labels are resized, but the changes are lost upon closing and reopening the report. I haven't yet noticed this problem with other chart types. This is frustrating because the default size is much larger than I would like and I haven't come across any solution or workaround (I found one other thread with no real answers).

I'm using Crystal Reports 2013 Support Pack 4. Any help is appreciated!
