Promotion Management fails for a non-administrator User Group on our BI Platform, but works for administrators.
Logged into the CMC as a user in the non-administrator group, creating jobs works. Logging into production and development environments through Promotion Management to access objects works (Crystal Report, Word Doc, Text Doc, etc.). Also, please note that the group has full control (in both environments) over the folder that contains the objects to promote.
Jobs fail when attempting to them, although the status presented is not "Failed". Instead the status of the job remains "Created" and does not change. The trace returns the following errors:
If I log into the CMC as an administrator and attempt to promote the same job created by the non-administrator user, the job promotes successfully.

Hi Michael,
We are sufering same issue you describe above. Were you able to fix it?
We are on same release (SAP BI 4.1 SP4), and as you said when our non-admin user runs the promotion job it remains with the status "created".
Thanks,
Alfons

Alfons,
I remember reading a KB where the promotion job status remains created but when you look at the history it has successful instance if you have already run it.
Check fix issue document for 4.1 SP6:
SAP NOTE 2094324 : Promotion Management job status does not reflect the status of the
current job.
Check this KB- You need to give permissions on universes and connections.

I'm afraid that the Knowledge Base Article is not applicable. It refers to a scenario that involves Universes and Connections as well as a status of "Failed". My problem persists even when moving objects as simple a Notepad documents, and the status always remains "Created".
Nevertheless, I went as far as giving "Full Control" rights to the non-administrator group for Access Levels, Connections, and Universes. The jobs still do not promote. Also, I do not see any "Required Dependency" errors in the logs. Only the ones I listed early.
Thanks for the suggestion.
I was seeing something simliar and found
1385980 - Logging into LCM using Windows AD authentication throws an error: Commit Status=Commit attempted and failed, Promotion
Status=Failure: Logon failure to Destination CMS:
My problem is the users were AD users and the AJS was not able to authenticate. I had to add AD parameters to the properties for the AJS and they worked. Not sure if your users are non Enterrprise users but something to consider.
Refer to these two KB articles.
1) Make sure you grant delegate admins group or users proper access on Temporary storage location in CMC
3) Make sure yo configure your AJS as mentioned in KB 1679500 - Unable to promote LCM Jobs using Windows AD authentication - Promotion jobs keeps running Link
If this resolves ur issue, marked it as solved so others can benifit from this.
