Material cost not include in plan cost

Hello Team,

I had created a customer project. In my project I had assign material , internal and external activity. While doing Planning in CJ40 only internal activity cost come as plan cost no material and external activity cost come. I had check OPSV, indicator is active. In costing variant procedure is maintain. Cost is maintain material master. Then why material cost and external activity cost not include in plan cost of WBS in CJ40
