Hi,
I've configured ALRTCATDEF with container, Long and short text.
also done required changes in SCOT and Alert Configuration in PI java stack with Rule but still not getting message in ALERT INBOX for Communication channel error in SXMB_MONI.
have you put a receiver in alrtcatdef ? At the top screen you can assign possibles receivers. Check it. You should put your PI user.
Can you paste a rule generated in Alert Configuration in Runtime workbench?

First check which type of alerting active on your system. Check my answer in below thread.
Also in XPI Service : AF Core parameters needs to adjust in your system.
alerting.target | Value type: 0,1 Default: 0 This property specifies whether the message-based alerting is switched on (1). If the value is set to 0, the classic alerting function is active. |
alerting.isActive | Value type: Boolean Default: true This property specifies whether the alerting is active (true) for the runtime engine. More information: Configuring Component-Based Message Alerting |

What type of alerting are you configuring? Are you configuring the new Component Based Message Alerting or are you configuring the old style alerting? What release is your PI system on?

I did same also work from report 'RSALERTTEST' but not for errors in SXMB_MONI.
