SAPinst 720.0.36 SolMan installation error

I tried to install the SAP Solution Manager7.1 on Windows 2008 R2 and ASE Sybase 15.7

with SAPinst 720.0.36 but I got this error:

Account uid="S-1-5-32-544" does not exist.
Failed action: with parameters
Error number 207 error type SPECIFIC_CODE

Could someone help and suggest
