Concur doesn't allow for uploads of any transactions. The standard procedure would be to finalise existing transactions in the old system and only start new claims in Concur. This is, by the way, the process I have always recommended even when migrating into the old SAP FI-TV, where a migration of open transactions would have been possible through a custom ABAP. The cost-benefit ratio for is just not very good (because the benefit is minimal). Also, if you try to improve your process, when switching the system (certainly something everybody would aspire to), you would have structural differences in expense types etc. The logic in Concur is very different from SAP, making any kind of mapping even more difficult (SAP expense assigns everything to "trips", whilst Concur expense doesn't really have the concept of a trip, just expenses and claims.

If all these considerations still make you think it could be worth while to migrate open transactions, you can talk to your Concur implementation manager to understand, whether they can create a custom solution for you. I'm pretty sure this won't work with the Standard versions. probably not with the professional version, but if you chose an enterprise implementation they might concur (pun intended).
