Anil,

At high level you need to initially setup labor activity with formula in costing view in work centers.

In Routing operations based on Base quantity of operation Labour time required are maintained.

In KP26 For Labour activity and Cost center combination which is assigned in WC costing view Rates would be defined.

Standard formulae would be Labor * Operation quantity / Base quantity

So when you create a order for particular quantity(Operation Quantity) based on the forumulae in WC it calculates the cumulative labour cost for multiple operations.
