Depending on what version of MS-Windows you are installing on ... and I mean a real old version - ASA (now called SA - SQLAnywhere - is up to version 16) may not be compatible. This version was EOL'ed a long time ago BTW.

That's an assertion failure that indicates that the .DB file itself has internal problems. I hope you have a backup, because this one is not going to live much longer.
Besides that - you're using a 20-year old DBMS platform. Seriously - please upgrade.
SA16 is not expensive - the developer edition is 100% free - and it will save you far more than the time you're expending trying to get it to work on current hardware/OS combinations.
