We recently upgraded from 4.0 Sp7 to 4.1 sp3. Ran into an issue with migrating specific folders, reports and instances and the ownership is changing to administrator in 4.1. The user the reports and instances should be owned by exist in the 4.1 environment. Personal folder do not do this behavior for this same user only specific folders/ reports/instances that live in public. Security seems to migrate fine. Tips to get past this is greatly appreciated.

It sounds like you did NOT migrate users/Groups with Objects at the same time. If you want the Destination to retain ownership you MUST migrate the Users/Groups with the Objects or update your Dependencies settings.

please note, "moving" content from a 4.0 Environment to a 4.1 Environment via the UMT is not the proper way! You use the UMT when upgrading from a legacy Version like 3.1 to 4.1.
In your case please use Promotion Management from the 4.1 Environment to transport the content from your 4.0 Environment.

I think it's because users were not available in your destination environment that's why reports ownership change to Administrator.

did you do an in place update or did you set up a complete new BI 4.1 installation?
How did you moved the content if you set up a new installation?
