My client is seeing a lot of deadlocks on the CMSLock7 table in the CMS database. The indexes are good and there is no fragmentation. Does anyone know why this is happening?

Well, I would first suspect Platform search service.
You can stop APS containing Platform search service for some hours to test the same. Till then, the search functionality from BI Launchpad will not be available.
If this possibility is ruled out, you can get more information from DBA like:
What are the queries which cause deadlocks?
What is the time when you see frequent deadlocks?
Is this peak time?
What is the number of connections to CMS database (you can check it from CMS> Metrics)?
Which server (among the cluster, if any) is querying?
