ISBD is in Active for W.B.S.E . How to Deactivate ISBD

Hi All,

The problem for W.B.S.E, ISBD is in active in production client when I tested in development it is same

in development I tested as below scenario

Ex: current budget for a project is Rs1000

PR done for Rs1000

PO done for Rs1000

MIGO done for Rs1000

MIRO done for Rs1000

the budget is not exceeded to given budget for a project but ISBD status is in active WHY?
