Environment is as below:
BI 4.0 SP4
Tomcat 6.0
We have checks performed earlier and observations are mentioned below:
Conclusion:
The issue is checked and found presently only in one box of BO 4.0.
From e) and f) we can determine that the token to BILaunchPad does not get killed, hence we have an issue with existing sessions for BILaunchPad. This will lead to performance issues later, when users start to login to BILaunchPad when the access is provided.
Additionally we have packet loss for CMC however for BI LaunchPad the GET request to obtain next packet is probably not happening. This is an assumption at present as we do not have not installed any network tracing tools at the moment.

If you have installed or upgraded Business Objects on your server and you are unable to log into the CMC as there is a 404 error where the log in window should be then you will need to redploy your Business Objects web applications. | |
Do the following: | |
1. Log onto your Business Objects server | |
2. Start the Central Configuration Manager (CCM) found in the Business Objects program list | |
3. Stop Tomcat | |
4. Start a command window and navigate to the deployment folder which can be found at: | |
<install dir>\Business Objects\deployment | |
5. Run the following command from within the deployment folder: | |
wdeploy tomcat55 deployall | |
wdeploy tomcat6 deployall | |
6. Let this run for approx 15 minutes | |
7. Restart Tomcat using the CCM | |
You should now be able to log into the CMC. |

Happy New Year !!!
Initially I would comment that you are on a very basic patch of BI 4.0. If the system is going to be enabled for users in near future, try to be on a higher/latest Service Pack.
In regards to the issue, CMC and BI Launchpad are both part of BOE war file. The behavior is a bit wierd as you informed that with LB configuration pages are being displayed correctly.
So at the moment what can be done is to clear the cache of tomcat under <tomcat install dir>/work/catalina> . If it doesnt help you can try to redeploy the BOE war file using wdeploy.
Also verify the behavior from server and firewall is turned off.

Thank you for your inputs. I am new to the project and found we have huge document gaps. So unfortunately, I cant share much light on any modifications performed post installation.
There are no customization's to be found. The unusual behavior that confuses me is that everything looks good using loadbalancer. But why this awkward stuff without the loadbalancer?
I am sure you would we able to help me with this networking area. Please help.

i would also try to re- deploy the Web Applications and clear the Tomcat Cache in the first pace.
I`m pretty sure that the route from the Client to the BI Server is different when accessing via the LB or accessing directly.
Is there a Firewall/Proxy in between the Client and the SAP BI Server when you access it directly?

I also believe the same, redeploying tomcat would help.
The question is why everything looks great using loadbalancer and not so good without it.
Its a strange behavior, for which I am not able to show a cause and hence proceed with necessary action.
Can you suggest a way out for this.
