Consignment stock locked by user at PGI

We receive the message "Error in Goods Issue of delivery xxxx. Batch xxxx of material xxxx is already locked by User", when trying to PGI issued consignment stock. The user who has the stock locked is good receipting stock into our finished goods storage location and not into consignee inventory.

Is there configuration that can be implemented to stop this error.
