Could not start transport control program tp

I installed Solution Manager 7.1, Windows w\Sybase DB. I've updated my kernel 7.21 EXT (700),  libdbsl, R3trans and TP. I am going through my post steps. STRUST tests just fine. I've run SE06 options, imported the profiles and I am now trying to configure STMS. When I click Save on the Domain pop-up, I receive:

My sapmnt and saploc shares are created. Permissions set the same as a working system.

I can drill down in DIR_TRANS from AL11 just fine.

RSTPTEST shows:

STMS Alert Viewer shows:

The HOST files and Service files are properly maintained.

The RFC's in SM59 test successfully.

Any ideas would be greatly appreciated.

This has been resolved by reverting back to an older TP and R3Trans.
