How exactly you have configure it i do not know since any rule's etc for exemption if no rules are configured make it to the limit based, maintain frequency monthly exemption or annual exemption , maintain limit and assign tax code which is sub type of 0582 then gives you exemption and maintain evaluation class to your wage type in table V_512W_D then it works.
