Hi,
We want to arrive WIP at actual cost without material ledger activation. Is there any workaround or solution available ?

Without ML activation, it is not possible to calculate actual costs. PCO is calculated actual cost method and PCC is calculated target cost method.

Without ML WIP at actual cost is not possible because ML/Act costing is the only solution in SAP to convert all level of cost calculation at actual cost.
Cost calculated at order/collector level are basically based on value posted at order/collector as per price defined in MMaster and strategy defined in VV in CV ....so only this value is converted to actual if ML is active

If you are using process orders or productions order then your WIP will be at actual costs. If you are using product cost collector then it will be at target costs.

It depends on what you mean with 'actual cost', and your production scenario. In general, its impossible for complex manufacturing scenarios have wip at actual cost without ML and WIP Revaluation active.
If you explain better your bussiness case, maybe someone here can give you a workaround for yous specific requierement.
