Travel Approval in MSS

Hi all,

I am working on ESS/MSS for a customer. Here they are having 1 level of Approval only. But in certain cases when the manager is not sure to approve/reject. He need to forward it to some other managers.

How can we do it ?

Can I use Travel Approval Work Center or do I need workflow ?

Please suggest.
