We have two production instance.
Can I create same user in both the production instance. Is there any compliance break?

If there are two different systems, means two different SID, you can keep any userID, same or different, no issues at all.
If these are two different instances, you don't have to create ID on additional instances, since SID and DB are same, so that are coupled as a same system.

If I take care during login/logout activity then will it create problem ?
i.e. before logon to 2nd production server, I will logout to 1st production server.
It will count two different license's since both installation number are different,
To avid this, you can installation the both production systems in one single installation number, then it will count as a single license with multiple SAP instances.
