Linking of ship to parties with Bill to parties

Hi Friends,

We have a requirement where a customer has multiple ship to parties and corresponding to these ship to parties, they have multiple respective bill to parties. When user creates a sales order and if he enters the ship to party X then a specific bill to party only has to get determined automatically.

As i know, while creating sales order, standard SAP pop-ups the screen where user can select the bill to party as per his requirement. Can system automatically selects the bill to party based on the ship to party. Can we link them somehow..? Please suggest me the solution for this either standard or development.
