Operating system call connect failed (error no. 10060)

Dear All,

We are facing issue in our solution manager ,recently we have configured system monitoring in our solman system ,we are getting below issue in sm21

Operating system call connect failed (error no. 10060)

Because of this every 1 or 2 min one email is generating

Alert Description

A high number of system log messages has been detected on ABAP instance . You should check the system log of this instance or the whole system.

I have gone through the several sap notes but no luck ,can you please guide me and suggest how to resolve the issue why this issue is coming .

Please advise.
