You can send a message (Direct Message DM) to a person if he/she is following you. You can check who all are following you by viewing your SCN profile.

Two of you need to follow each other.
When you(1) keep cursor on scn user(2), you may get pop up and see the option as Follow.
On the same way User2 also need to follow you(1). then only you two of them can do private messaging.
