Having 404 error for 1 app externally

CR 2011 on 2008 server windows : default DB MSSQL express.

logged into the virtual server: can use /BOE/BI application and /BOW/CMC no problem

Externally another server with IE -- can connect to the BI console by IP but not the CMC?

get 404 error.

Anyone see this before:
