With the PDK I have created a java iView that generates a url to R/3 transaction. (as described in web log: <a href="/people/prakash.singh4/blog/2005/10/07/how-to-launch-sap-transaction-pass-parameters-via-url to launch SAP transaction & pass parameters via URL</a>).
Can't I do something similar using the WebDynpro ?

I want to be able to generate a url to SAP transaction (from WebDynpro). Than I will use that url in a Link UI.
I don't want to create an iView to a certain R/3 transaction and than call it...

Web Enable the transaction using your ITS. (create a internet service and publish it.For more info search SDN weblog for internet services)
For ITS standalone
http://hostname:port/scripts/wgate/<internet service>/!
will take you to the particular transaction.
I dont see any other way for your requirement.

If you want to put a link to a transaction you can do it easilly in portal by creating a SAP Transaction Iview
