The requirement is that activity rate should be arrived by dividing the actual cost posted to production cost centers with the plan activity entered in KP26.
Further the activity rate should be updated for the next month in variable price field in KP26 against the cost center and activity combination.

As per your first requirement the actual cost will divided by the actual confirmed quantity then only actual price will calculates.
The second requirement you can achieve by running the transaction code KP97, to copay the previous period actual prices to current period plan price.

As Ravi wrote the actual price can be calculated only on both Actual cost and Actual quantities, not something in between.
Second requirement is making even less sense then the first one, since in KP26 you have planned prices, and the price can have two components: fixed portion and variable portion based on the respective costs used to calculate it. So, the logic of the field is predefined by the system.

Your first requirement is little confusing. The time frame of both the figures i.e planning and actual posting are different. Activity planning you do at month beginning and actual cost will be posted during the month hence your requirement can not be fulfilled.
If your intention is that your planned activity rate (say for Dec2014) should be based on the actual expenses of previous month (Nov 2014), this you can do only manually. Take actual expenses figures of Nov, do planning in KP06 with this figure and then do activity output planning in KP26. There is no automatic way of doing so as per my knowledge and other senior fellows here are also confirming the same.
Second requirement: Copy of price function (KP97 from plan to plan and KP98 from actual to plan) can not change the nature of activity price. It will remain the same as it was in the source. That means if the source activity price is fixed it will be copied as fixed only, you can not influence it. I don't know if any user exit may help you in this.
