Under what circumstances a PERNR cannot be locked from Payroll in SAP HR Infotype 3?

    Usually an employee can't be lock when time evaluation is running or someone is locking the employee via PA30. Sometime, an employee is still lock when there's a short dump a the system still locks the employee.

    You can use transaction SM12 to see what is locking the employee.
