SAP PROMOTION MANAGER WORKS ONLY IN ADMINISTRATOR GROUP

Hello Everone,

I have a environment with
SAP BO 4.1 SP 4 DEV
SAP BO 4.1 SP 4 QA

Int that environment, all users have to create a lmbiar in DEV Server, after that, they’ve to publish in QA environmnent but we´re finding a big problem in that point, because my client has created a secure access level, and now I only can publish my lcmbiar if willl be administrator group.
I´ve tried to add all privileges in Promotion Manager like picture_1 number one

I´ve add secure level full control in folder , but nevertheless I can not promove a lcmbiar package or open a lcmbiar package that my client or administrator added. However if i change my user to administrator group I will be able promove my package.
