show the data from April 2014 to Till date for Actuals Budgets

Hi,

I want to display the data from April 2014 to till date for Actuals and Budgets.

If user selects the year like 2014  in prompts selection shows the total dat from April 2014 to tilldate.

May i know how to create a variable in webi report. I have year,Period columns

Budget         Actual

In my case, I always prefer to create such measures in BEx itself.
