I am trying to figure out a way to change the Unit of Measure for a material that was loaded incorrectly. This material is active but does not have a standard cost or any quantity on hand. I can change the base UOM and Sales UOM, however the above stated tabs remained locked.
Is there some workaround for this issue?

Hello Matt
It is not possible to change the UoM on Planning or Logistic once it is activated. Instead, you can maintain the quantity conversion in the Material for the old UoM to the new UoM.
1. Go to Product data work center.
2. Select Materials view.
3. Edit and go to General tab of that Material,
4. Where, you can maintain the quantity conversion between the old Base UoM and New UoM or vice versa.

You cannot delete the product if it is already activated for Purchasing, Logistics, Planning, Availability Confirmation, Sales and Valuation, However you can block the Material only for Purchasing and Sales. The status of Logistics, Planning, Availability Confirmation, and Valuation are not allowed to block.
The reason for this behavior is, if the Material is used for Logistics, Planning, Availability Confirmation, and Valuation, blocking the status will end up in inconsistencies in the Business transaction Documents whichever uses the Material. So, in general it is not allowed to block the status of Material for Logistics, Planning, Availability Confirmation, and Valuation.
But, once you block the Material for Purchasing and Sales, then those Materials are never used for Sales and Purchasing. Which means no new entries of these materials can be created in the system. But Material which have already in Logistics (or in any SCM process) will remain unaffected.

You need to maintain the UoM conversion between old UoM and New UoM.
This will allow you to change the Base Uom and Sales UoM.
