Hi,

If it is a fresh installation or upgrade check the below:

1. How many files are present in <install_dir>\SAP BusinessObjects\setup\packagestemp.

===Next steps===

1. Stop the SIA
2. Navigate to <install_dir>\SAP BusinessObjects\setup\packagestemp.
3. Move all the contents from the location to <install_dir>\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\packages
4. Start the SIA
