If ECN /History req Active , cannot delete BOM

Hi PP Gurus,

I am getting below message when trying to delete BOM with same ECN no that created it. I guess , it could be because of history req active. (i.e. , if system has to keep history, then it should be valid for 1 day atleast, hence belwo message)

BOM is able to delete with another ECN have furture date as effetive date.

I need to explain to client , need some expert advice how to justify below standard behavior.
