I am trying to enable dashboards but it says it deos not exist

Can someone explain to me why the standard dashboards are not working. I get this message

The requested dashboard does not exist.

Dashboard: /com.sapb1.dashboards/0010000103.SAP_DASHBORAD_001.DAB001/default.html

If this dashboard is newly imported, ensure that SAP Business One EventSender Service has been started; then wait for several minutes and try again

I have restarted the eventsender and waited but it does not work.

I suggest that you check for SAP notes - http://service.sap.com/sap/bc/bsp/spn/smb_searchnotes/smb_index.htm and search for "troubleshooting".

You should find note # 1619422 which includes a variety of potential issues around dashboards - including yours.
